The Virginia House of Delegates just recessed for the weekend, completing our first week of the 2017 legislative session of the General Assembly. I’m still at my desk on the floor of an empty House chamber as my fellow Delegates make their way home for the weekend. In 2015, a strain of avian influenza resulted in economic losses of more than a billion dollars and led to the death of 50 million chickens and turkeys in the upper Midwest. That same strain, H5N2, was detected in a wild duck in Montana-wild waterfowl are known carriers of avian influenza.
