Universal Human Rights Day will be marked in Prince William County on Saturday, Jan. 18, 2014, at 9 a.m. in the James J. McCoart Government Building, in Woodbridge. The program includes breakfast, speeches, a celebration of the 50th Anniversary of the Civil Rights Act and awards.
