Manassas police charge suspect in thefts of groceries at two markets

Breaking & Entering
On September 15, 2015, Manassas City Police met with a resident on the 9300 block of Gooseberry Dr for a report of a breaking and entering.  The reporting party told officers that sometime between 6:00pm on September 13th and 9:00am on September 14th, someone had stolen a laptop and television from her residence, valued together at $450.00.  There were no signs of forced entry.

Suspicious Event
On September 10, 2015, Manassas City Police met with a resident for a report of a suspicious event.  The reporting party, an 18-year-old female of Manassas, told officers that at approximately 2:30pm, she was getting off a school bus at the intersection of Porter Ave and Fort Dr when an unknown male approached her.  The male, who was described as being white with a beard driving a 4-door, cream-colored Honda truck with a dog cage in the back seat, asked her if she needed a ride and made a series of lewd comments.  The female continued on and left the scene unharmed.

Indecent Exposure
On September 12, 2015, Manassas City Police conducted a follow-up with staff at Walgreens (9271 Sudley Rd) for a previous report of an indecent exposure.  The reporting party told officers that during the early morning hours of September 6th, they observed an unknown male walking through the store and standing out front for hours exposing himself and making sexual comments to female employees.  At 1:45am on September 9th, staff called to report that the same vehicle the male subject was seen driving on September 6th was parked in front of the store again.  When staff reported the same vehicle in the store parking lot on September 12th, officers responded and determined through further investigation that it had been stolen from Maryland and returned the vehicle to its owner.  The suspect was not on-scene.
          Description of suspect: Hispanic male, 20-30yo, average height and weight.  Spoke with a Spanish accent and with poor English.

*Arrests*

Stolen/Recovered Auto – Arrest
On September 12, 2015, Manassas City Police responded to the 8600 block of Hollowbrook Way for a report of a stolen auto.  The reporting party told officers that sometime between 1:00pm and 4:00pm, his vehicle was stolen out of his driveway along with $400 worth of cleaning supplies that were inside the vehicle at the time of the theft.  On September 13th, officers recovered the stolen vehicle on the 9600 block of Garden St and through further investigation identified Saquan M. PAYNE as a suspect.  When confronted by officers, PAYNE fled on foot towards Wesley Ave and was soon apprehended.  Officers also determined during questioning that PAYNE was a suspect in another auto theft that was reported on September 7th on the 8600 block of Hollowbrook Way.  On September 13th, PAYNE (18) of 9617 Fairview Ave, Apt 3, was charged with two counts of grand larceny.  PAYNE was held without bond and has a pending court date of November 10, 2015.

Larceny – Arrest
On September 10, 2015, Manassas City Police responded to ALDI (9714 Liberia Ave) for a report of a theft.  The reporting party told officers that at approximately 11:45am, they witnessed a male subject taking packages of food and placing them in a bag.  Through further investigation, officers identified the suspect to be William J. TIBBS (43) of 9220 Douglas St.  TIBBS was also discovered to be the suspect in a similar theft at Shoppers Food & Pharmacy (9540 Liberia Ave).  TIBBS was charged with larceny and held on a $2,000.00 bond.  He has a court date of October 5, 2015.
