PWC Crime Report: May 9, 2023 - Hit and run victim succumbs to injuries; suspect sought

Fatal Hit & Run Crash Investigation *UPDATE –
On May 9, 2023 crash investigators with the Prince William County Police Department received information that the man possibly struck by a hit & run driver in the area of Orchard Bridge Dr. and Centreville Rd. in Manassas (20111) on April 20, died.
Through the investigation the man was ultimately identified as a 61-year-old Manassas resident who remained hospitalized until succumbing to his injuries believed to have been sustained after being struck by an unknown vehicle.  No striking vehicle or its driver have been located or identified in this investigation. Investigators with the Crash Investigation Unit are asking anyone who may have witnessed this crash to contact police.

The deceased pedestrian was identified as Raymond Philip RINKER, 61, of Manassas

Hit & Run Crash Investigation [Previously Released] – On April 20 at 9:12PM, officers initially responded to the area of Orchard Bridge Dr. and Centreville Rd. in Manassas (20111) to investigate an injured man, believed to be adult, lying near the roadway. When officers arrived on scene, they located the man in the grassy area near the roadway unconscious. Officers provided first aid until fire & rescue personnel arrived on scene where he was then transported to an area hospital with serious, potentially life-threatening injuries. The investigation revealed the man was likely struck by a vehicle that was traveling southbound on Centreville Rd. No vehicle possibly involved remained on scene when officers arrived. No additional information was obtained to confirm the man was struck by a vehicle nor is there a description of a potential striking vehicle. At this time, the identification of the man is not known to investigators. Investigators with the Crash Investigation Unit are asking anyone who may have witnessed this crash to contact police. The investigation continues.

The investigation revealed that Fairfax County police contacted Prince William County police after their agency received information from police in Anne Arundel County, MD regarding a citizen residing in Laurel who reported recent suspicious and concerning online postings on Instagram from an individual later identified as the accused. In the postings, vague threats of violence were made, some of which included images of a location later determined to be Park Valley Church in Haymarket.
