PWC Police Report for Monday, Aug. 15, 2022 - Death investigation at marina

INCIDENTS
• Death Investigation –
On Saturday, August 13, 2022 at 2:44PM,  Prince William County Police officers responded to the Prince William Marina located at 12849 Gordon Blvd. in Woodbridge (22192) to assist the Department of Fire & Rescue with an unconscious person.
The investigation revealed the victim, a 73-year-old man, was docking his boat when he fell into the water. A family member who was a short distance away, quickly began calling for assistance. An employee of the marina went into the water and immediately began CPR before additional employees assisted in removing the victim from the water.
A short time later, members of the Fairfax County Police Marine Unit responded and took over CPR until rescue personnel arrived at the location. Rescue personnel transported the victim to an area hospital where he later died. The victim’s body was transported to the Medical Examiner’s Office for an autopsy and determination of cause of death. At this time, there is no foul play concerning the death. The investigation continues.

The deceased was identified as Kinney Howard SIMPKINS, 73, of Unionville, VA

• Shooting Investigation – On Sunday, August 14, 2022 at 5:30PM,  Prince William County Police officers responded to investigate a shooting that reportedly occurred in the 16800 block of Brandy Moore Lp. in Woodbridge (22191) earlier that day. Officers were initially called to an area hospital where an 18-year-old man was being treated at the facility for a non-life threatening gunshot wound. The man was not cooperative with investigators during the investigation regarding what led up to the shooting or individuals involved. No additional injuries were reported. The investigation continues.

• Shooting Investigation – On Saturday, August 13 at 10:18PM,  Prince William County Police officers on scene at Sentara Northern Virginia Medical Center located at 2300 Opitz Blvd. in Woodbridge (22191) were notified that a gunshot wound victim was being driven to the facility. Officers observed a vehicle with damage consistent with being struck by projectiles pull up to the hospital and the victim, a 25-year-old man, suffering from a gunshot wound exit the vehicle.
The initial investigation revealed the victim and two occupants, a 24-year-old woman and an infant, were driving westbound on Powell’s Creek Blvd. approaching Richmond Hwy. when they observed an unknown man in the roadway. When the victim slowed the vehicle, the man verbally engaged the victim before brandishing a firearm. The suspect then fired multiple rounds striking the victim and the victim’s vehicle.
The suspect fled on foot as the victim quickly drove out of the area. The victim’s injuries were determined to be non-life threatening and no additional injuries were reported. No additional property damage was located. While checking the area, officers located shell casings in the roadway of the above area.

• Sexual Assault Investigation – On Saturday, August 13, 2022 at 1:00PM,  Prince William County Police officers responded to the Walmart Supercenter located at 17041 Richmond Hwy. in Dumfries (22026) to investigate an assault.
The investigation revealed the victim, a 27-year-old woman, was shopping in an aisle of the store when she observed an unknown man nearby. A short time later, the man inappropriately touched the victim before leaving the aisle. The victim initially chased after the suspect who fled the store. No injuries were reported. The investigation continues.
Suspect Description:
A black male, between 40-50 years of age, approximately 5’6”, heavyset, with dark colored eyes
Last seen wearing a red baseball-style cap, a bright blue t-shirt, red cargo-style shorts, and sneakers

• Residential Burglary – On Friday, August 12, 2022 at 5:34PM,  Prince William County Police officers responded to investigate a burglary that was reported to have occurred at a residence located in the 12800 block of Chandon Cross Rd. in Woodbridge (22193) on Sunday, August 7, 2022. The investigation revealed entry was made into the basement area of the residence through an unsecured rear door. Checks and credit cards were reported missing.

• Residential Burglary – On Saturday, August 13, 2022 at 8:37AM,  Prince William County Police officers responded to the Riverside Station Apartments located in the 14000 block of Big Crest Ln. in Woodbridge (22191) to investigate a burglary. The investigation revealed the garage was burglarized sometime between 10:00PM on August 12 and 8:30AM on August 13. Entry was made into one of the separate garage units through the garage door which was found unsecured. Two helmets and a jacket were reported missing.

• Commercial Burglary – On Saturday, August 13, 2022 at 11:46AM,  Prince William County Police officers responded to the Harbor Inn Marina located at 13180 Marina Way in Woodbridge (22191) to investigate a burglary. Video surveillance revealed that at approximately 2:00AM, an unknown man made entry into one of the buildings on the property through an unsecured door. The suspect was then seen entering several boats berthed at the marina before entering the building for a second time. The suspect eventually left the property and walked out of the area. At this time, no property has been reported missing.
Suspect Description:
A black male, approximately 6’00”, 170lbs., between 20-30 years of age, with short curly black hair, and a beard
Last seen wearing a white tank-top style shirt, gray Puma shorts, white/black Nike shoes, and carrying a black backpack

ARRESTS
• Attempted Malicious Wounding of a Law Enforcement Officer [LEO] –
On Sunday, August 14, 2022 at 1:07AM,  Prince William County Police officers responded to a residence located in the 4100 block of Glendale Rd. in Woodbridge (22193) to investigate a fight with weapons. Upon arriving at the residence, officers were informed the suspect left in a vehicle.
The investigation revealed the caller and an unknown man, later identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused physically struck his own vehicle before driving out of the area. As the accused was driving away, he struck an unoccupied parked vehicle and continued out of the area. Officers checking the area observed the suspect vehicle and attempted a traffic stop in the area of Glendale Rd. and Greenwood Dr. The driver slowed but did not stop the vehicle and continued to drive on Glendale Rd. towards the above location. Additional officers at the location attempted to assist in stopping the vehicle and entered the roadway. When the driver observed the officers in the roadway, he accelerated his vehicle and drove towards the officers who were able to avoid being struck. The driver continued driving and short time later, the unoccupied vehicle was located nearby.
Officers and a police K-9 searched the area for the driver who was located on Bluefin Dr. and taken into custody. No injuries were reported. While investigating, the driver was identified as the accused and determined to be intoxicated and driving without a valid driver’s license. Following the investigation, the accused, identified as Denilson MEDINA, was arrested.

Charged with 5 counts of attempted malicious wounding of LEO, 1 count of eluding, 1 count of DUI, and 1 count of no operator’s license

• Stabbing Investigation | Domestic Related – On Sunday, August 14, 2022 at 9:16PM,  Prince William County Police officers responded to a residence located in the 10400 block of Bermuda Ln. in Manassas (20109) to investigate a stabbing.
Upon arriving at the residence, officers observed a man suffering from a serious cut to his arm and rendered immediate first aid. Rescue personnel responded and transported the man, later identified as the accused, to an area hospital where his injuries were determined to be non-life threatening.
The investigation revealed the victim, a 34-year-old woman, and the accused were involved in a verbal altercation that escalated. During the encounter, the accused brandished a firearm and prevented the victim from leaving the room while he threatened her.
At some point, the victim retrieved a knife before stabbing the accused who then dropped the firearm. At that time, the parties separated, and the accused went outside of the residence where he encountered police. No additional injuries were reported. Following the investigation, the accused, identified as Dominic Pete MARTINEZ, was charged.

Charged with abduction, brandishing a firearm, and use of a firearm in commission of a felony

• Assault & Battery on a Law Enforcement Officer [LEO] – On Sunday, August 14 at 9:30PM,  Prince William County Police officers responded to the 1200 block of Easy St. in Woodbridge (22191) to investigate a larceny.
The investigation revealed an unknown man, later identified as the accused, was observed walking in the above area after leaving out of a storage trailer that did not belong to him. Upon checking the trailer, officers observed a hole was cut into the front of the trailer and the interior appeared to have been rummaged through. The owner responded to the location and reported power tools were missing.
While investigating the incident, officers identified the accused and located him in a wooded area near the 13900 block of Richmond Hwy. Officers took the accused into custody and he was placed inside a police vehicle. At one point, the accused struck and then pushed an officer in order to flee the vehicle. After a short foot-pursuit, officers caught up to the accused who continued to actively resist and refused to follow the officer’s commands.
After a brief struggle, the accused was taken into custody without further incident. Officers reported minor injuries. Following the investigation, the accused, identified as Kender Roberth VELASQUEZ, was arrested.

Charged with possession of a controlled firearm, assault & battery on LEO, burglary, destruction of property, possession of a controlled substance, obstruction of justice

• Indecent Exposure – On Saturday, August 13, 2022 at 7:45PM,  Prince William County Police officers responded to the 15000 block of Alaska Rd. in Woodbridge (22191) to investigate an indecent exposure. The investigation revealed while in the above area, the victim, a 41-year-old woman, observed an unknown man, later identified as the accused, not wearing any clothing. The accused was observed walking around the area before going into a vehicle parked nearby.
Upon arriving in the area, officers located the vehicle described to police and the accused sitting inside. Officers made contact with the accused and determined he was intoxicated before taking him into custody. At no point did the accused have any physical contact with the victim. Following the investigation, the accused, identified as Robert Anthony ANDERSON, was arrested.
