PWC Police Report for April 11, 2022 - Four police officers assaulted; temporary teacher arrested

• Aggravated Assault | Assault by Mob –
On April 10, 2022 at 8:49PM, Prince William County Police officers responded to the 14700 block of Edgewater Dr in Woodbridge (22193) to investigate an assault. According to FSGT Jonathan Perok, the investigation revealed that two 13-year-old male juveniles were on Darbydale Dr with a third juvenile when an unknown vehicle pulled up near their location. At that point, five individuals exited the vehicle while the driver remained inside. As the individual approached, the juveniles fled on foot to the above area where they encountered the group. An altercation ensued before the parties dispersed and police were contacted. One of the juveniles sustained a minor cut to his head while the second juvenile was uninjured. Both juveniles were uncooperative with police about knowing the group or what led up to the altercation. The juveniles were released to their parents.
At approximately 11:08PM, officers responded to the 15200 block of Coachman Ter in Woodbridge (22191) to investigate a stabbing involving one of the juveniles from the earlier call. The investigation into that incident revealed that the juvenile was stabbed in an altercation possibly related to the previous encounter. The juvenile remained uncooperative and had sustained a cut to his hip and superficial scratches, all determined to be non-life threatening.

• Aggravated Assault – On April 9, 2022 at 11:00PM, officers responded to investigate a stabbing that was reported to have occurred in the 13900 block of Jefferson Davis Hwy in Woodbridge (22191) earlier that evening. Once on scene, officers located a 27-year-old man who reported being cut by someone with a knife in the woods near the above area. The man was not unable to provide police with information regarding who the assailant was or what led up to the altercation. The man was transported to an area hospital where it was determined the injury sustained was superficial and non-life threatening.

• Armed Robbery – On April 9, 2022 Prince William County Police officers responded to investigate a robbery that was reported to have occurred in the 10300 block of Portsmouth Rd in Manassas (20109) on the day prior on April 8 between 9:00PM and 10:00PM. The investigation revealed the victim was walking in the above area when he was approached by two men. The men asked the victim for his wallet and when the victim refused, one of the men displayed a knife. The suspects took the victim’s wallet and other property before fleeing the area. No injuries were reported. The victim believed he knew one of the suspects involved.

• Reckless Handling of a Firearm – On April 9, 2022 at 1:57AM, officers responded to the 2300 block of W. Longview Dr in Woodbridge (22191) to investigate reports of gunshots being heard in the area. While checking the W. Longview Dr, officers located a shell casing in the roadway. No suspect was seen in the area and no injuries or property damage were reported.

• Commercial Burglary – On April 10 at 3:06AM, officers responded to Jersey Mike’s located at 3282 Old Bridge Rd in Woodbridge (22192) to investigate an alarm activation. Officers arrived at the business and found the front glass door was smashed out. A police K-9 checked the business and area for a suspect who was not located. Video surveillance showed the suspect arrive in a blue sedan with two other individuals. The suspect then used a large rock to break the glass before entering the business. The two other individuals did not enter the business. The suspect took an undisclosed amount of money before exiting the location and fleeing the area in the same vehicle.

Last seen wearing all dark-colored clothing including a face mask, winter-style hat, gloves, hooded sweatshirt with Northface vest, pants, and shoes

Malicious Wounding | Strangulation | Domestic Related –
On April 9, 2022 at 11:07PM, Prince William County Police officers responded to a residence located in the 4700 block of Kenny Ct in Woodbridge (22193) to investigate a domestic involving a knife. The investigation revealed that the victim, a 28-year-old woman, and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused assaulted the victim. Other family members, an adult male and a 15-year-old female juvenile, attempted to intervene. At one point during the altercation, the accused pushed the 15-year-old to the ground and placed his hands around her throat. The adult male family member was then able to separate the accused before the accused assaulted a fourth family member, a 32-year-old woman. At some point during the encounter, the accused retrieved a knife and cut the initial adult male family member as police were arriving at the home. The accused was detained without further incident. Minor injuries were reported as a result of the confrontation. Following the investigation, the accused, identified as Lester Mauricio MANCIA PERDOMO, was arrested.

• Assault & Battery on a Law Enforcement Officer [LEO] – On April 9, 2022 at 1:41AM, officers responded to a residence located in 7600 block of Quail Run Ln in Manassas (20109) to investigate an initial report of a domestic. During the investigation, officers took one of the parties into custody for assault. While officers were conducting a search of the arrestee, a family member, identified as the accused, ran from the home and confronted officers. The accused was told to return to the home and refused. At one point, the accused shoved one of the officers away from the arrestee. The accused was subsequently detained. No injuries were reported. Following the investigation, the accused, identified as Estefany Naomi HERNANDEZ-RAMOS, was arrested.

• Assault & Battery on a Law Enforcement Officer [LEO] – On April 8, 2022 at 2:53PM, Prince William County Police officers responded to a residence located in the 11200 block of Kessler Pl in Manassas (20109) to investigate an individual burning items on a grill. Officers arrived at the home and immediately detected an odor of non-food items burning on the grill. The officers also observed an individual, later identified as the accused, standing near the grill towards the rear of the home.
At one point, the accused approached the officers in an aggressive manner as popping noises were heard coming from the grill. When officers attempted to detain the accused, he resisted and kicked one of the officers before being secured. Fire & rescue personnel responded to the scene to extinguish the grill. No injuries were reported.
During the investigation, officers learned that the accused had unlawfully entered a family member’s residence without permission. No property was reported missing. Following the investigation, the accused, identified as Jose Manuel MENJIVAR, was arrested. While transporting the accused to the Adult Detention Center, he complained of pain caused by the handcuffs. The officer stopped on Godwin Dr to readjust the handcuffs when the accused became unsecured and grabbed the officer as an additional officer arrived on scene. A scuffle ensued before the accused was resecured. No injuries were reported, and additional charges were obtained.

• Assault & Battery on a Law Enforcement Officer [LEO] – On April 8, 2022 at 12:54PM, officers responded to the WAWA located at 10691 Davidson Pl in Manassas (20109) to investigate a shoplifting. Store employees reported to police that a patron, later identified as the accused, selected multiple items from the business and left without paying. Officers observed an individual matching the description of the accused in the parking lot. During the encounter, the accused fled on foot and began running into traffic. The accused stumbled over a median before being detained. While being secured, the accused struck one of the officers. No injuries were reported. During a search, the accused was found in possession of a stun weapon and was determined to have active warrants on file for his arrest. Following the investigation, the accused, identified as Deshoun Ernest WALLACE, was arrested.

• Assault & Battery | PWC Public School Temporary Teacher Arrest – On April 8, 2022 Prince William County Police officers and Child Protective Services (CPS) responded to Benita Fitzgerald Elementary School located at 15500 Benita Fitzgerald Dr in Woodbridge (22193) to investigate an alleged assault by a teacher against a student that reportedly occurred on school grounds on April 7. The investigation revealed that an 8-year-old male student was in a classroom with a temporary teacher, later identified as a the accused, and other school staff members. At one point, the victim became upset and spat at the accused. The accused then approached the victim and smacked the victim in the face before exiting the classroom. The other staff members present reported the incident to school administration who notified authorities. On April 8, following the investigation, the accused, identified as Eman Mohammed ALKINDI, was charged. At the time of the incident, the accused was a temporary teacher with Prince William County Public Schools.

• Possession of a Weapon on School Property – On April 4, 2022 the School Resource Officer (SRO) at Hylton High School, located at 14501 Spriggs Rd in Woodbridge (22193), was notified by school staff that a male student was possibly in possession of a BB gun on March 31 on school grounds. The investigation revealed that the school staff member was informed that the student hid the weapon in a brush area by the soccer fields.
During the investigation, the 15-year-old male student, identified as the accused, was determined to have brought the weapon to the school earlier that morning and hid it in the brush before retrieving it after school. The student never brought the weapon into the school building. The SRO determined the weapon was never displayed or part of any active threat. The weapon was located at the student’s home where it was determined to be an airsoft-style gun with an affixed light and laser. Following the investigation, officers sought petitions against the accused. On April 6, the SRO was advised by Juvenile Court Services that the matter resulted in an informal action and will be handled through the juvenile diversion process.
