PWC Police Department’s Crime Report for Aug. 16, 2022 - Child abuse & sexual assault charges placed

• Commercial Burglary *ARREST –
On August 16, 2022, the suspect sought in connection with the burglaries that were reported to have occurred at the Harbor Inn Marina located at 13180 Marina Way in Woodbridge (22191) on August 13, was arrested. During the investigation, officers determined that between 2:00AM and 3:10AM, the suspect burglarized seven separate boats, a building on the property, and attempted to burglarize The Harbor Grill. While investigating the incidents, officers identified the suspect and determined he was previously trespassed from the property. On August 16, the accused, identified as Naggassi Isaiah DUFERA, was located and arrested.

Naggassi Isaiah DUFERA, 21, of 3110 Chesapeake Dr. in Dumfries
Charged with 9 counts of burglary, 1 count of possession of burglarious tools, and 1 count of trespassing

Commercial Burglary [Previously Released] – On August 13 at 11:46AM, officers responded to the Harbor Inn Marina located at 13180 Marina Way in Woodbridge (22191) to investigate a burglary. Video surveillance revealed at approximately 2:00AM, an unknown man made entry into one of the buildings on the property through an unsecured door. The suspect was then seen entering several boats berthed at the marina before entering the building for a second time. The suspect eventually left the property and walked out of the area. At this time, no property has been reported missing.

INCIDENTS
• Death Investigation –
On August 13, 2022 at 6:05PM, Prince William County Police officers responded to a vacant commercial building located at 14011 Worth Ave. in Woodbridge (22192) to investigate a death. The caller reported to police that a body was observed behind the building near a trash compactor. The body was in a decomposed state and transported to the Medical Examiner’s Office for an autopsy and determination of cause of death. At this time, there is no threat to the community concerning the death. The victim’s identification will be released once confirmed and a next-of-kin has been notified. More information will be released as necessary. The investigation continues.

ARRESTS
• Felony Child Abuse –
On August 14, 2022 at 5:11PM, Prince William County Police officers responded to investigate an assault that was reported to have occurred at a residence located in the 14800 block of Daley Ln. in Woodbridge (22193) earlier that day.
The investigation revealed the victim, a 14-year-old female juvenile, and a family member, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused retrieved a hanger and struck the victim before another occupant of the home intervened. While investigating, officers observed markings on the victim consistent with being struck by a hanger. Following the investigation, the accused, identified as Yoryina RAMOS-GARCIA, was arrested.

• Malicious Wounding – On August 13, 2022 Prince William County Police officers concluded an investigation into an assault that was reported to have occurred in the 14800 block of Build America Dr. in Woodbridge (22191) on August 5.
The investigation revealed that at approximately 9:00PM that evening, the victim, a 30-year-old woman, and an acquaintance, identified as the accused, were driving on Richmond Hwy. when a verbal altercation escalated. During the encounter, the accused struck the victim while she was driving the vehicle. The victim quickly pulled into a parking lot in the above area where the accused exited the vehicle.
While the verbal altercation continued, the accused struck the victim a second time before going to the rear of the vehicle. At that time, the victim exited the vehicle and followed the accused to the trunk where the accused removed a bag containing metal tools and struck the victim with the bag. The accused fled the area, and the victim contacted the police. The victim was treated at the scene by rescue personnel for minor injuries. Following the investigation, officers obtained arrest warrants for the accused. On August 13, the accused, identified as William Edward SKINNER, was located by officers in the Woodbridge area and arrested.

• Sexual Assault Investigation – On August 4, detectives with the Special Victims Bureau, in conjunction with the Child Protective Services, began an investigation into a sexual assault that was reported to have occurred at a residence located in the Woodbridge (22191) area of Prince William County between April 1 and July 4.
The investigation revealed the victim, a 16-year-old female juvenile, and a family member, identified as the accused, were residing in the same residence when the accused sexually assaulted the victim on more than one occasion during the above timeframe. The victim recently reported the incidents to a family member who contacted the police. Following the investigation, detectives obtained arrest warrants for the accused, identified as Carlton Norris ODOM, who was taken into custody on August 13.

Charged with aggravated sexual battery and indecent liberties by a custodian
