PWC Police Beat 7/9/13

**INCIDENTS**

Residential Burglary – On July 9th at 3:09AM, police responded to the 12700 block of Occoquan Rd in Woodbridge (22192) for a burglary. Homeowner reported to police that the burglary occurred between 6:00PM on July 8th and 2:15AM on July 9th. There were no signs of forced entry into the residence. Entry is believed to have been made through a basement door. A laptop, cell phone, jewelry, and other property, total value around $3,000, were reported missing.

Residential Burglary – On July 9th at 12:25AM, police responded to the 7500 block of Remington Rd in Manassas (20109) for a burglary. Homeowner reported to police that the burglary occurred between 11:00AM on June 30th and 11:30PM on July 8th. There were no signs of forced entry into the residence. Entry is believed to have been made through a rear door. A gaming console with related games and equipment, total value around $625, were reported missing.

**ARRESTS**

Abduction | Assault & Battery – On July 8th at 5:30PM, police responded to investigate an abduction and assault incident which was reported to have occurred in the 13600 block of Kingsman Rd in Woodbridge (22193) between the evening of June 22nd and early morning of June 23rd. The victim’s, a 25 year old man and a 23 year old woman – both of Woodbridge, reported to police that they and the accused, a known acquaintance, were involved a verbal argument in reference to a work related incident. During the encounter, the accused handcuffed both victims separately and, at one point, kicked the male victim, knocking him to the ground. All parties involved work for a private security firm and reside at the same residence where the incident occurred. After about 30 minutes, the accused released the victims from the handcuffs. Minor injuries were reported. Following the investigation, the accused was arrested.

James Stephens COTTINGHAM II, 27, of the 13600 block of Kingsman Rd in Woodbridge
Charged with 2 counts of abduction and 1 count of assault & battery

Felony Child Neglect – On July 8th at 8:15PM, police responded to the 10500 block of Winfield Lp in Manassas (20109) to investigate a child neglect. Caller reported to police that she had located a 3 year old boy walking on the sidewalk unsupervised. Officers arrived and the child was able to lead officers back to his address in the 7600 block of Staunton Cir. Once there, officers observed the child’s mother, the accused, unresponsive and intoxicated. The investigation revealed that the child was unsupervised for about 45 minutes. The child was not harmed. Following the investigation, the accused was arrested.

Elizabeth Ashley WINFREY, 25, of the 7600 block of Staunton Cir in Manassas
Charged with felony child neglect

Narcotics Investigation – On May 31st. detectives from the Street Crimes Unit made an arrest following a narcotics investigation involving the distribution of illegal narcotics as part of a joint operation with the Special Investigations Bureau. During the investigation, detectives executed of a search warrant at 8666 Bruton Parrish Ct #200 in Manassas (20110). As a result of the search, evidence supporting distribution was seized. The accused was arrested previous as the result of a vehicle stop prompting the search warrant at the residence. The accused was arrested without incident. This arrest was previously held due to investigative purposes.

Darrell KINARD, 32, of 8666 Bruton Parrish Ct #200 in Manassas
Charged with 2 counts of possession with intent to distribute a schedule I or II narcotic, 1 count of possession with intent to distribute marijuana, and possession of a schedule I or II narcotic
Court date: July 16, 2013 | Bond: $2,500 secured [at the time of arrest]

Narcotics Investigation – On May 31st, detectives from the Street Crimes Unit made an arrest following a narcotics investigation involving the distribution of illegal narcotics as part of a joint operation with the Special Investigations Bureau. Detectives conducted a vehicle stop in the 8300 block of Sudley Rd in Manassas (20109), subsequently leading to the arrest of the accused which was made without incident. This arrest was previously held due to investigative purposes.

Robert Wayne CUSHING, 29, of 14001 Sand Cir in Fredericksburg
Charged with attempt to distribute a schedule I or II narcotic
Court date: August 16, 2013 | Bond: unavailable
