Dumfries man being held without bond in 2011-12 rape allegations

Rape | Aggravated Sexual Battery – On Feb. 11, detectives with the Special Victims Unit concluded an investigation into a sexual assault that was reported to have occurred at a residence in the Dumfries (22025) area of Prince William County between May 2011 and November 2012.

The investigation revealed that the victim, who was between 12-13 years of age at the time of the offenses, was sexually assaulted by an acquaintance, identified as the accused, on more than one occasion, according to Off. Renee Carr, police department spokesman. The victim recently reported the incident prompting the police investigation. Following the investigation, the accused, identified as Jose Alberto RIVAS, was arrested.

Abduction | Strangulation – On Feb. 17 at 4:34AM, officers responded to investigate an abduction that was reported to have occurred at a residence located in the 13700 block of Denham Way in Bristow (20136) earlier that morning.

The victim, a 21-year-old woman, reported to police that she and an acquaintance, identified as the accused, were involved in a verbal altercation that escalated. During the encounter, the accused put his hands around the victim’s neck and took her cell phone to prevent her from calling the police. Eventually, the accused forced the victim into her own vehicle where he proceeded to strike her in the head.

The victim was able to retrieve her cell phone and called the police. Officers located the vehicle in the area of Lee Hwy. and Vint Hill Rd. where a traffic stop was conducted, and the accused was detained. The victim reported minor injuries.

During the investigation, the accused was determined not to have a valid driver’s license. Following the investigation, the accused, identified as, Tyler Dane KESTNER, was arrested.
