Police alerted to toddler being tossed into the rainy night at 2:02 a.m.

Felony Child Neglect – On Saturday, May 23, 2020, at 2:02AM, Prince William County police officers responded to the area of Pine Bluff Dr and Islip Lp in Dumfries (22026) to investigate a child welfare call. The caller reported to police that an unknown man, later identified as the accused, was walking down the middle of Pine Bluff Dr in the rain while throwing a small child around in a violent manner.

First Sgt. Jonathan Perok, police department representative, reported that officers arrived and observed the same behavior, and quickly made contact with the accused and the child, identified as a 3-year-old boy. Officers further determined that the accused was intoxicated and that his behavior was placing the child in danger, Sgt. Perok said.

The accused was detained without further incident. The child was not injured and released to the custody of a family member. Following the investigation, the accused, identified as Kenneco Javaih BOOKER, was arrested.
