Drug deal made via social media ends as strong armed robbery; four suspects sought

Abduction | Domestic Assault & Battery *ARREST – On October 10, the accused, identified as Xabier Alsides MARTINEZ, who was wanted in connection to a domestic assault investigation which occurred at a residence located in the 15200 block of Valley Stream Dr in Woodbridge on October 8, was arrested.

Abduction | Domestic Assault & Battery [Previously Released] – On October 8 at 2:22PM, officers responded to investigate a domestic assault which occurred at a residence located in the 15200 block of Valley Stream Dr in Woodbridge (22191) earlier that morning around 5:30AM. The victim, a 41-year-old woman of Woodbridge, reported to police that she and the accused, an acquaintance, were involved in a verbal altercation which escalated. During the encounter, the accused repeatedly struck the victim with an electrical cord. When the victim attempted to leave the residence, the accused blocked her from doing so while continuing to hold the cord in his hand. The two parties eventually separated and the victim reported the incident to police later that day. The victim sustained non-life threatening injuries. The accused was not immediately located. Following the investigation, officers obtained warrants for the arrest of the accused, identified as Xabier Alsides MARTINEZ.

**INCIDENTS**

Strong Armed Robbery – On October 9 at 9:00PM, officers, with assistance from Dumfries Police, responded to the Super 8 Hotel located at 17416 Jefferson Davis Hwy in Dumfries (22026) to investigate a robbery. Three victims, identified as a 22-year-old man of Woodbridge, a 21-year-old woman of Woodbridge, and a 27-year-old man of Dumfries, reported to police that they made arrangements with an unknown woman via social media to conduct a narcotics transaction. The woman initially went to the hotel room then left. A short time later, the woman returned with three men who forced their way into the room. The suspects took marijuana, a cell phone, wallet, and bag before fleeing. Minor injuries were reported. Upon reviewing surveillance footage, three of the suspects were identified. Following the investigation, detectives from the Robbery Unit obtained warrants for the arrest of those suspects. The fourth male suspect remains unidentified.

Described as a Hispanic female, 5’0”, 200lbs with a heavy build, black hair, and brown eyes

Carlos Armando BLANCO, 31, of the 9400 block of Cherwek Dr in Lorton
Described as a Hispanic male, 5’10”, 185lbs with a medium build, black hair and brown eyes

Cesar Octavio BARBOSA-PALACIOS, 28, of the 17200 block of Larkin Dr in Dumfries
Described as a Hispanic male, 5’11”, 220lbs with a heavy build, black hair and brown eyes

All three suspects are wanted for 3 counts of robbery each

Suspect Description:
The fourth suspect was described as a Hispanic male with a heavy build and beard

Residential Burglary – On October 10 at 10:52AM, officers responded to an apartment located in the 7500 block of Margate Ct in Manassas (20109) to investigate a burglary. The resident of the apartment reported to police that the burglary occurred sometime between 10:30AM on October 7 and 10:00AM on October 10. The investigation revealed that entry was possibly made into the residence through a patio door which was found damaged. A gaming console and jewelry were reported missing.

Attempted Commercial Burglary – On October 10 at 9:19AM, officers responded to a business located in the 780 block of Bethlehem Rd in Manassas (20109) to investigate an attempted burglary. A business manager reported to police that on October 9 around 7:36PM, surveillance footage revealed three unknown suspects attempting to enter the business through a rear door which was unsecured. Once opened, the alarm activated and the suspects fled. No property was missing and no entry was made into the business.

Black male, between 20 & 25 years of age, 5’10”, 160lbs with a medium build, dark complexion, short black hair, and a goatee
Last seen wearing a t-shirt with white lettering, sweatpants and Converse sneakers

Black male, between 20 & 25 years of age, 5’10”, 230lbs with a heavy build, dark complexion, short black hair, and a mustache
Last seen wearing a dark colored t-shirt, shorts, glasses and sneakers

White male, between 18 & 25 years of age – no further description
Last seen wearing a black hooded sweatshirt, light colored shorts, and a knitted cap

**ARRESTS**

Strong Armed Robbery – On October 10 at 5:11PM, officers responded to the Manassas Mall located at 8300 Sudley Rd in Manassas (20109) to investigate a fight possibly involving weapons. Once on scene, officers located two men who appeared to have been involved in a physical altercation. One of the men, identified as a 55-year-old man of Manassas, reported to police that he and an another man, later identified as the accused, were involved in a fight. During the encounter, the accused assaulted the victim and took money from his pocket before fleeing. Mall Security detained both men prior to officers arriving. Minor injuries were reported. Following the investigation, the accused, identified as Dylan Richard VAN ZANDT, was arrested.

Assault & Battery on a Law Enforcement Officer [LEO] – On October 10 at 6:22PM, officers responded to a residence located in the 3100 block of Antrim Cir in Dumfries (22026) to serve paperwork on the accused, identified as Michael Anthony VANN Jr. When officers attempted to take the accused into custody, he became agitated and actively resisted. During the encounter, the accused assaulted one of the officers and pushed another. After a brief struggle, the accused was eventually detained.

Charged with assault & battery on a LEO and resisting arrest
