Detective and corrections officers assaulted; gas station, department store robbed

Armed Robbery *ARREST – On Sept. 20, detectives with the Gang Unit located the second suspect, identified as a 16-year-old male juvenile, wanted for a robbery which occurred in the area of Allen Dent Rd and Reservoir Loop in Dumfries on Sept. 16. When detectives attempted to take the 16-year-old male juvenile into custody, he assaulted a detective then attempted to flee on foot but was quickly detained and arrested a short time later. Additional charges are pending. The investigation continues.

Armed Robbery [Previously Released] – On September 16 at 3:10PM, officers responded to investigate a robbery which occurred in the area of Allen Dent Rd and Reservoir Loop in Dumfries (22026) earlier that afternoon. The victim, a 14-year-old male juvenile of Dumfries, reported to police that he was walking in the above area when he was approached by two unknown male juveniles. During the encounter, one of the suspects brandished a handgun while the other suspect punched the victim in the face.  The suspects then took the victim’s shoes and cell phone before fleeing the area on foot. The victim was transported to a local hospital with minor injuries. During the investigation, detectives from the Robbery Unit and Gang Unit identified both of the suspects as a 17-year-old and a 16-year-old male juveniles both of Dumfries. The 17-year-old male juvenile was eventually located at his residence later that evening. Detectives have obtained warrants for the arrest of the 16-year-old male juvenile. The investigation continues.

**INCIDENTS**

Armed Robbery – On Sept. 20 at 6:37AM, officers responded to the BP service station located at 1435 Old Bridge Rd in Woodbridge (22192) to investigate a robbery. Employees reported to police that two unknown men entered the business and approached the counter. During the encounter, one of the men brandished a handgun and demanded money. The suspects took money before fleeing the store. No injuries were reported. The investigation continues.
Suspect Descriptions:
2 black males, between 18 & 20 years of age, approximately 5’06” with thin builds
1st suspect was last seen wearing a white bandana covering the face, black hoodie, red shorts, white shoes, and black gloves
2nd suspect was last seen wearing a mask, black hoodie, red shirt, and grey jeans

Commercial Burglary – On Sept. 19 at 5:11AM, officers responded to the Kohl’s department store located at 13725 Folgers Sq in Woodbridge (22193) to investigate a burglary in progress. An employee reported to police that an unknown man was seen entering the business after breaking a front window with a rock. Once inside the business, the suspect took a fire extinguisher and shattered the glass displays at the jewelry counter then took a large amount of jewelry before fleeing the area on foot. A police K-9 was used to search for the suspect who was not located. The investigation continues.
Suspect Description:
A male of an unknown race, between 20 & 30 years of age, 5’10”-6’01” with a thin build
Last seen wearing a black mask, black shirt, blue jeans, black shoes, and white gloves

**ARRESTS**

Assault & Battery on a Corrections Officer – On Sept. 20 at 2:14AM, officers responded to investigate an assault on a corrections officer which occurred at the Prince William-Manassas Regional Adult Detention Center located at 9320 Lee Ave in Manassas (20110) earlier that morning. The investigation revealed that the accused was being transferred from his cell when he became agitated. During the encounter, the accused punched an officer in the face. The accused was quickly detained without further incident. Minor injuries were reported. Following the investigation, the accused was arrested.

Assault & Battery on a Corrections Officer – On Sept. 17 at 5:00PM, a Prince William County officer working an off-duty detail at Jiffy Lube Live located at 7800 Cellar Door Dr in Bristow (20136) was advised of a disorderly person by the venue staff. The officer responded and made contact with the accused who exhibited signs of intoxication and was placed under arrest. While the accused was being processed at the venue by corrections officers from the Prince William-Manassas Regional Adult Detention Center, the accused broke free and attempted to flee but was quickly detained. As the accused was being escorted back to the processing area, the accused struck a corrections officer in the head with his head.  Minor injuries were reported. Following the investigation, the accused was arrested.

Thomas Patrick PHILBIN, 30, of Prospect Ave in Dunullen, New Jersey
Charged with assault & battery on a Corrections Officer, escape without force, and public intoxication
