PWC Police Department’s Crime Report for June 16, 2022 - Homicide in Woodbridge

• Homicide Investigation –
On June 15, 2022 detectives with the Prince William County Police Department’s Violent Crimes Bureau were notified that the man who was shot in the Cheshire Station Plaza located in the 4400 block of Cheshire Station Plz. in Woodbridge (22193) on June 14, died as a result of his injuries sustained during the incident. The preliminary investigation revealed a transaction was arranged to occur at the above location between the deceased and his acquaintance with three other men. At one point during the encounter, one of the other men fired multiple rounds which struck the deceased in the upper body. No additional injuries or property damage were reported. Detectives are asking anyone with information regarding this incident to contact the police. The investigation continues.

The deceased was identified as David Madison FOWLER III, 19, of Woodbridge

• Aggravated Malicious Wounding [Previously Released] – On June 14 at 1:59PM, officers responded to the Cheshire Station Plaza located in the 4400 block of Cheshire Station Plz. in Woodbridge (22193) to investigate a shooting. Upon arriving at the shopping center, officers located a 19-year-old man suffering from gunshot wounds. Bystanders and officers provided first aid to the man before rescue personnel arrived at the location. The man was transported to an area hospital with life-threatening injuries. The investigation revealed that the man and an acquaintance arranged to meet other parties in the above area. During the encounter, one of the other parties fired multiple rounds which struck the victim. The other parties then fled in a light-colored vehicle prior to police arriving in the area. No additional victims or property damage were reported. While canvassing the area, officers located shell casings and two firearms which were collected for processing. At this time, the incident is not believed to be random. The investigation continues.

• Strong-Arm Robbery *ARREST – On June 15, 2022, the suspect sought in connection to the robbery that was reported to have occurred at the Wawa located at 2051 Daniel Stuart Sq. in Woodbridge (22191) on June 11, 2022 was arrested. The accused, identified as Khadijah Ayesha CAMPBELL, was taken into custody without incident. The case will remain active as officers attempt to identify the second suspect involved in the incident.

Suspect Description:
A black male, between 5’8”-5’10”, with a slim build, and short hair
Last seen wearing a black mask, a white t-shirt, and red shorts

Strong-Arm Robbery [Previously Released] – On June 11 at 6:02AM, officers responded to Wawa located at 2051 Daniel Stuart Sq. in Woodbridge (22191) to investigate a robbery. The investigation revealed that a man and a woman entered the store and after selecting items, the woman brought the items to the counter. During the transaction, the man attempted to walk behind the counter where a verbal altercation ensued before the woman took the unpaid items and left with the man. An employee followed the suspects out of the store attempting to contact police. While outside the business, the suspects struck the employee multiple times. The woman, later identified as the accused, took the victim’s phone before she and the male suspect fled in a grey Mercury with Virginia license plates: TXL-6922. The employee reported minor injuries. The cell phone was later recovered by officers in the area of Winslow Ct. Following the investigation, officers obtained warrants for the accused, identified as Khadijah CAMPBELL. Attempts to locate the accused have been unsuccessful. The investigation continues as officers attempt to identify the male suspect.

• Armed Robbery – On June 15 at 7:38PM, Prince William County Police officers responded to Beauty 4 U located at 2542 Prince William Pkwy. in Woodbridge (22192) to investigate a robbery. An employee reported to police three unknown individuals entered the business and began selecting items from the shelves. When the suspects attempted to leave, an employee confronted them near the front door. During the encounter, the male suspect sprayed the employee with pepper spray before all three suspects fled with the unpaid items in a red Honda Accord with Maryland license plates: 2EK4356. The employee was transported to an area hospital for treatment of non-life threatening injuries. Hair extensions were reported missing. The investigation continues.

• A black female, between 17-22 years old, approximately 5’3”, with a thin build, and long red hair
Last seen wearing hoop earrings, a beige colored sweatshirt with “essential” written on the front, grey sweatpants, and sneakers with pink shoelaces
• A black female, between 17-22 years old, approximately 5’4”, with a thin build, and black hair
Last seen wearing a dark-colored baseball style cap, a black hooded sweatshirt, jeans, sneakers, and carrying a grey cross-body purse
• A black male, between 17-22 years old, approximately 5’6”, with a thin build, and medium length black hair
Last seen wearing a white face mask, a grey zip up hooded sweatshirt with black trim, black sweatpants, and black/white sneakers

<• Brandishing of a Firearm –

On June 14 at 9:44PM, officers responded to the 10800 block of Sudley Manor Dr. in Manassas (20109) to investigate a brandishing. The victim, a 22-year-old man, reported to police that while walking in the parking lot of the above area, he observed a black Honda Accord with tinted windows driving in his direction. As the vehicle passed the victim, he observed one of the rear passengers brandish a firearm while making a threatening statement. The occupants were described as three black males and one white male, all wearing black hooded sweatshirts. No shots were fired during the incident. The investigation continues.

Arrests
• Assault & Battery on a Law Enforcement Officer [LEO] – On June 10 at 7:30PM, officers were patrolling in the area of Dumfries Rd. and Minnieville Rd. in Manassas (20112) when they observed a vehicle driving in an unsafe manner at a high rate of speed. When officers attempted a traffic stop, the driver of the vehicle, later identified as the accused, disregarded the officer’s emergency equipment. Officers did not pursue the vehicle which continued fleeing on Dumfries Rd.

A short time later, officers observed the same vehicle had crashed and was upside down on the Prince William Pkwy. A separate vehicle was observed with significant front-end damage. The occupants of the other vehicle, the 25-year-old female driver and two 4-year-old boys, were transported to an area hospital as a precaution.
The investigation into the crash revealed the accused failed to navigate the turn onto Prince William Pkwy before striking the median and then a traffic sign causing the vehicle to flip upside down and strike the other vehicle.
Officers responded to the area and attempted to detain the accused. During the arrest, the accused pushed the officers away before trying to flee on foot. Officers quickly took the accused into custody without further incident. No additional injuries were reported. Following the investigation, the accused, identified as Javiar Kwamel PAYNE, was arrested.
