New deputy county executive for Prince William coming from New York City

Quintin Haynes has been hired as Prince William County’s Deputy County Executive for General Government. The Board of County Supervisors concurred with the County Executive’s decision to appoint Haynes, who will begin work June 12, 2023.

Haynes has an extensive background and experience in public administration, most recently with the City of New York as the Acting Commissioner and Executive Deputy Commissioner of the Department of Citywide Administrative Services. Before that, he served as the Director of Human Resources and Diversity/EEO Officer, as well as the Strategic Projects Manager in the Mayor’s Office for the City of New York. He also previously worked for the U.S. Department of Commerce as Special Assistant to the Secretary and the White House as Director for Finance.

In his role, Haynes will work with the County Executive to oversee the county’s departments of Facilities and Fleet Management, Human Resources, Human Rights, Information Technology, Library, and Management and Budget. He will also serve as the liaison to the Office of Elections and the Prince William County Schools.

“Quintin brings with him a tremendous amount of diverse experience and knowledge,” said County Executive Chris Shorter. “I am excited and confident that he will provide fresh perspectives and innovative ideas, and that he will do an excellent job leading the county’s general government functions to serve our organization and community.”

I look forward to working collaboratively to accomplish the goals of the Board of County Supervisors and the community.”

Haynes received his Bachelor of Science degree in Political Science and Public Administration from Florida A&M University, a Master of Public Administration from New York University, and a Master of Business Administration from Harvard Business School. He is also a graduate of the Senior Executives in State and Local Government Program from Harvard Kennedy School.
